Throttle Plate Doesn't Follow Map

My throttle plate vs throttle pedal map has the plate lagging the pedal by some percentages until 70% pedal when the plate is supposed to pass the pedal percentages. However when datalogging, the plate increases in percentages to pass the pedal percentage at about 40% pedal. I have Rev Hang turned off. I've attached the calibration and a snapshot of the datalog. Any explanation?

I'm not sure what is causing it as there are a number of tables behind the scenes that we do not have access to.
