VTP a/c ground not working

I have a 90 Miata with a K24A2 swapped in. I'm putting in an A/C system from K-Power, and I'm having problems with the ground signal to the relay that turns the condenser fan and compressor clutch on.
I have made the changes in kpro to enable vtp for a/c.

With the ignition in the run position, I turn the a/c switch on and the primary cooling fan comes on, but the condenser fan does not (and no power for compressor clutch). In checking with a multimeter, the primary fan is getting a ground signal, but the wire connecting to the condenser fan is not. I have bypassed the relay for the condenser fan and compressor to take it out of the equation. The output for the condenser fan is connected to E18 on the ECU, and is not providing a ground signal. The primary fan is connected to B6 and a/c switch is connected to B9.

Summary, B9 is providing ground input when a/c switch is turned on, B6 is getting ground output, E18 is not providing ground output.

Post the calibration as well as a datalog showing the issue.

The engine is not running in this datalog. Can you show what it is doing with it running.

Okay.... sorry for not providing this before. The dash is out in order to install new A/C components, and I have the dash harness and cluster in temporary positions, and no steering wheel. I don't like to start the engine with the wheel off. Anyway, I thought I tested this with the engine running prior to posting this, but apparently I did not test correctly.

This time I used a known good relay and connected it to the condenser fan, I started the engine and then turned on the AC and everything worked.

I have attached the datalog. Does the computer need the engine to be running before it will send the ground to E18? If so, why? Just trying to learn :)

Yes, as it will not be in a position to activate the AC if it is not running.
