RBB-a71 in 04 M/T TSX

Have a friend with an 04 TSX M/T with an RBB-A71 ECM and flashpro
it seems to be going through TCMs quickly, and his diagnosis he is finding that D15 on the ECM is outputting an inconsistent 12v.
Cant seem to find a proper pinout for a21 vs a71 ecm.
Should this pin be outputting consistent 12v? I am just trying to help him gather info
