idles fine in chrome

Hello all thank you for taking the time to help.

I picked up an Ek hatch that has a minime y8head y7 block. It has a built head with bc 2.5 cam, fic 525 injectors, skunk2 intake manifold, skunk2 throttle body, whalepenis intake, 1320 header to hks exhaust.

I bought a new jumper harness and and ECU with s300 for whatever reason when I hook it up the cells show it idling at the top at the -8 cell.

Besides a vacuum leak what could cause this?
