intermittent issue

Im new to hondata so forgive me. ill be driving with my bluetooth app on showing the gauges the car will go super rich for a second flash yellow on the screen and go back to normal but want rev past 4000 rpm. A minute or two later it goes back to normal driving. This does not happen all the time and it will not throw a check engine light. i talked to hondata via email they told me to upgrade my smanager and reinstall tune i did that and the problem continues i have not changed the tune at all. the car runs amazing when this is not happening. Cars 99 civic ex y7 block y8 head obd2 to obd1 harness from speed factory p28 ecu . I bought the car with all of this done to it ive checked soldering it does not look bad and i do not no if the capacitors have been changed any help would be appriciated
