Rich idle and low load part throttle

I have a 2012 Civic Si with 3” uncatted exhaust and 3” exhaust using the stock airbox with hps intake tube and k&n drop in filter that I am tuning with a MAP calibration. For some reason my car idles at 13 afr and when I’m driving at low load it will also be at around 13 unless I give it some gas and then it will even out at 14.7 again but will do the same thing again if I take my foot off and out it back on unless I abruptly get in the throttle. Is there any way to adjust idle afr? It was also doing this prior to the exhaust and exhaust install but never went away.
