The engine will only rev to 3200 rpm

I just swapped out my obd2 ecu with my hondata S200b and obd1 p28 ecu... I sent it away to have a base chip installed until I get it tuned at the end of the month... Two Problems... 1. The car will not rev passed 3500rpm and 2. It's throwing the check engine light.. I'm not sure if it's from the second o2 sensor still in the stock cat or not... Inside the ecu there is a jumper on the 2 pins.. Could that be causing it?? Any help would be great... Thanks in advance....

You will need to jumper the service check connector and read the code to determine what error you are getting. Once you have that go to http://www.hondata.com/techecucodes.html.
