Ignition reads off when cranking

Car: 1997 integra with k24A
Kpro v4 PPA ecu ( don't have serial on me)

I have a relay wired to E9 to power the ecu which it does fine. The problem I am having is when I turn the key all way to crank the engine the kpro read ignition off. As soon as I let go of the key it goes back to ignition on. I believe the car is not starting since the kpro thinks the ignition is off while cranking. What exactly detects if the ignition is off? Also is there a way to bypass this?
