A20 pin doesn't ground but sends 4.3 volts instead

So I'm currently running a Honda s300 V3 setup in my 95 EG with GSR motor and p75 ecu. I've got everything pretty much wired up and functional. I have a 12v input to my d2 pin and the arming function is working perfect. Now when I go to test my a20 pin for output it is giving me 4.3 volts instead of a ground. Any help will be greatly appreciated?
