s300 Not Starting - 2000 ITR

I have a 2000 Integra Type R that runs fine on the stock ECU.
I picked up a new s300 pre-installed on a P28 ecu. I uploaded the base 2001 ITR map and it looked like everything was connected. I was able to set the TPS limits and when trying to start could see rpm, etc. changing, but it wouldn't fire.
A bit of History:
I had a chipped ecu that I thought died on me a few months ago. I had this ecu for years and never had an issue. I was driving down the highway and the car completely died. I plugged in the stock ecu and drove home with no problem.
I picked up a new obd1/obd2 adapter to make sure it was the ECU that failed and not the adapter. The new adapter didn't fix the problem so, I figured it was the ECU.
I picked up the new s300 pre-installed into a "new" p28 and I can't get the car to start.... It acts like it did when the car died. seems like there isn't any spark
Any advice would be helpful.
