boost not stable, bouncing at high rpm

hi i am having problems with my boost not stable bouncing from 11 to 12, i have set my 4th gear @ 13psi and quick spool 2 psi lower than that.Help please..

do i have to set quickspool to my commanded boost? because iam noticing that if the boost hits the quickspool it returned to 48% pwm from 100% and comes back if its below quickspool

You have not posted the calibration the datalog was made with.
