Rev Limiter activating between 3500-4000 rpm

I have a very intermittent but very repeatable problem with the rev limiter activating around 3500-4000. No REVL on in datalog. It does it with any calibration. Erased ecu, re-uploaded. Checked grounds. Wiring to ecu, etc. Only green lights on the s300 v3 White board. Installed by Phearable .net. Car have been flawless. This started happening out of the blue after about 10 runs down the 1/8 mile track. Key cycles is the only way to fix it or make it happen again!!!! I can't stress this enough. Key cycles makes it happen and not happen. Laptop plugged in and unplugged. Usb connected and not connected. It still does it. Different laptops used to reupload tunes. It will not go away. No CPR. Stock distributor. I've seen countless posts on this and no answers. Any ideas or help is greatly appreciated.
The Data log attached is a perfect example. It idles,I hit the accelerator, it hits the rev limit between 3000/4000,idles again, next rev up is normal.

I'm sorry about this. I attached two files I thought. What I read in FAQ is... am I authorized to attach files or not? I really wanna get these files to you. Please, if I don't attach these correctly can you help me out? So very much appreciated.

I don't see any issue in the datalog provided.

I don't see anything wrong either. But it cuts early like its in limp mode. Then the next second it revs up normal. It's a horrible problem to have. I know someone has seen this before. There's so many posts about the same thing. What have you found out about this symptom in the past? Some key cycles it never revs above 3-4k. Then other key cycles it revs up normal.

What time stamp in the datalog are you seeing this happen?

At 12.463 secs
tps 35% 3232rpm
This is what it does. It cuts at 3232rpm.
I understand that the tps is only at 35 percent. But I’m revving it up and it cuts (hits a limiter religiously).

At 17.537
Tps 94. 5597rpm. This is a perfect rev up.
It will do this over and over and over again.

That is not a rev limit at 3232, you have let off the throttle as the TPS drops from 35% to 5%.

The second one appears to be the same thing as the throttle is being let off.

I will gladly send you another data log with the tps at 100%. It will intermittently not go over 4k. I promise you.
I understand there is a lot of un experienced people asking questions on this forum. I get that. But Sir, I’m not that guy. I’m not taking my foot off the gas and thinking that’s a rev limit. Give me a little credit here.

Hello again Sir.
I just figured out this evening that when this thing flips out its very difficult to datalog or save datalogs. It also pops up an error message that gives you the option to send an error report to hondata. I did that twice this evening. It also pops up the error code message bubble in Smanager. 15 error codes it says. But when you click the error codes button nothing is there.
In this datalog it really does some interesting things. And please remember that most of this log the tps is on the floor even if the log says different. and yes the tps is scaled correctly. The rpm needle on the dash shakes insanely. I have video of it if. I can send it to you. This was a perfect running track car until this weekend. It did exactly what is typed above once! Four months ago. And never happen again until this weekend. Now it is constant.
This log is so crazy I'm happy that I was able to save it. I sincerely apologize about the log I sent you. I've been banging my head against the wall for two days now. I thought the log had more to it then it did. I'm confident this will help us figure this out. Thank you very much for answering me back today.

Send a picture of the soldering on the bottom of the ECU for the s300.

Have the capacitors been replaced in this ECU?

Hello again.
Here is some pics for ya. I'm gonna give you an answer asap if the capacitors has been replaced. I'm contacting the company as we speak. I don't think they have. They don't look good. Give me your professional opinion please. Will an ecu that looks like this cause the problems that I'm having? The s300 is brand new and the solder points look good to me. But these ecu's are 30 years ya know. I really appreciate your help with this. Looking forward to your answer. Thanks man.

Are you using resistor or non-resistor type spark plugs?

The specs on NGK's website states that these are resistor plugs.
But they do not match the safe to run part numbers on the hondata website.
