Throttle tip in rich dip

Hello,
I'm trying to fine tune my car now that I am happy with the fuel tables being correct, within a few % in most cells, I am still getting issues with two types of tip in throttle giving me a rich dip
Throttle tip in during acceleration
and
Throttle tip in during a throttle blip / heel & toe gear change
The AFR is dipping as rich as 10/11 AFR momentarily before going back to target AFR.
I have currently got negative values of -30 in the TPS Fuel Moving Tip In section (the basemap was +7)for all cells (Rate of change 4, 8, 16) and this has helped it, but I am still seeing quite excessively rich tip in.
Is this normal and is it desirable to have a rich dip on tip in?
Also, is it normal have such neegative values in the TPS Tip In ?
Also - another question
There are two different TPS Throttle Tip In corrections in the K Manager:
TPS Stopped
TPS Moving
When exactly does TPS Stopped apply - is this literally with the car stopped with zero momentum?
I assume TPS Moving is for anything where VSS is greater than 1mph?
I attach a section of datalog that is showing what I mean
