S300 dumping fuel issue

Hi, I'm having an issue where my car will not run and the s300 shows that it is dumping fuel at idle (45ms injector pulses).
I have gone through all the s300 troubleshooting steps and everything checks out.
Car is a 1995 Integra RS with a stock b16a2, Rywire harness, usdm p28 with s300.
I am choosing the stock US P30 calibration, but have tried other default ones and have the same issue.
Engine and harness were also previously ran in a 1999 Civic with an obd1 to obd2b adapter and usdm p2t ecu with no issues.
I have tried my s300 ecu in another car and it worked fine. I have also tried a friends s300 ecu in my car and encountered the same issue.
If I put a stock obd1 ecu in my car it runs completely fine and idles normally, same result if I remove the s300 board from my p28 ecu.
As soon as the s300 is being used though it just dumps fuel and stalling out almost immediately.
Injectors are stock Honda OBD2 240cc and spark plugs are NGK resistor type. I have also checked all engine bay grounds.
s300 was bought from JHPUSA, and the ecu was prepped for the s300 by Xenocron. However I don't believe the ecu or s300 are the issue seeing that they worked fine in another car and a friends ecu with s300 resulted in the same issue.
I have attached 2 datalogs showcasing the issue. They are pretty short since the car will only run for a second or 2 until it stalls.
Any suggestions would be much appreciated. Thanks!
