Hondata will not connect to ECU

so I bought an eBay p28 ECU from a mostly trusted dealer but when I plugged in the Hondata module it will not let me upload or data log or do any of the functions that it should. all options are greyed out and I looked over the install guide many times and it looks like all of the soldering points are good. the D3 pin on the Hondata module constantly blinks if that means anything.

From Help, About, what is the version of software you are using?

Under the s300 tab it tells me i am running 2.7.6 but on the too of the computer it tells me 2.7.8.0 and the firmware version is 13

Click on Help at the top of the screen, then click on About and tell me the version of software you are using.

Alright it says 2.7.8.0

Are you sure that the s300 is aligned correctly and seated on all the pins correctly?

I will triple check but they look like they are connecting to the right spots
