Stop. Don't drive the vehicle in boost. The wastegate is closed and it still not reaching target boost, so you are over speeding the turbo. It probably is a mechanical problem like a boost leak. If you keep trying it will end badly for the engine.

The car had the turbo changed and has a 10 psi spring loaded blow off valve. The wastegate was moved .. I extended the adjustment that is on the valve to the maximum because it was only loading 3 psi.

I don't know if the problem is tuning? or is it the blow off valve or is it the wastegate

Does the blow off valve vent to atmosphere?

You cannot use a blow off valve that vents to atmosphere as it will allow metered air to escape the system. Remove it and put the stock on back on.

Why the hell did you not mention that the turbo and actuator operation is not stock in the first post?

It's like taking off one wheel the car and then complaining to Honda that your car drives in circles without telling them about the missing wheel. It just wastes all our time.
