MIL check engine light will not come on

I have an S2000 KPro, and the problem I'm having is that the MIL CEL is not coming on when I turn the key on (system check).
I've tried another cluster and tried changing the bulb, and it still doesn't work.
Is there a setting that could be set wrong in Kmanager causing this?
What else could be causing this?
How do you recommend I troubleshoot from here?
