Gear Compensation question

I have been struggling to dial in my AFR's when under WOT. My low cam and cruising map is solid at 14.7, and when at WOT I can get a solid 12.8:1 throughout the entire rev range in third gear. My problem is, in 4th gear the WOT AFR's go richer to about 12.4:1, and when in first and second gear, it gets a little leaner to 13.1:1. What can be causing this, less load in 1st and 2nd? What is the best way to go about resolving it?
I did try and pull 2% from 4th gear, and it fixed the WOT AFR's, and they are now at 12.7/8ish, but now when in vacuum cruising its a little lean at 15.3:1.

1st & 2nd do run differently than other gears but I'd start by looking at the injector dead times.

Okay. I’m running the stock integra GSR injectors that we’re just cleaned and flow tested. Therefore my injector setting under parameters is stock 240cc.

Even though they are stock 240 Honda injectors, I may need to address and adjust dead times?

No, if the injectors are stock then the dead times will be correct.
What are your fuel trims like? Do you have a large voltage offset on your wideband input?

No adjustments to the fuel trims have been made. Overall, Cranking, and throttle tip in are all at 0. I haven’t made any adjustments in Fuel trim.
I also have 0 voltage offset for my wide band.
I am running in Open Loop, so maybe Closed loop would compensate enough to bring the AFR’s back down to the 14.7 that was there before pulled the 2% from 3rd and 4th gear?
