MAP sensor issue broken ECU?

Finally started up the car after almost of year of prepping.
Having a super rich issue car ran fine before sending the ECU in.

Checking sensors while not running my map sensor reads 0 vac.(0.5 To 1.5) positive.
This valve does not change when started.
When disconnected registers at 11.0

A11 Sensor ground to A21 is generating 5v just fine.
Here is the weird issue.
A19 at the ECU which is MAP signal Input is generating 5vt as well.
If I unplug the map there is no CEL in the system.

I have swapped MAP sensors.
I even cut the A19 wire and measured 5vt. The ECU is generating this internally.
With the MAP connected it reads 3vt

With MAP disconnected no CEL lights up because the ECU is generating the voltage saying it is WOT.

Set to alpha-N And it runs much better obviously ignoring the MAP signal.

You should try this ECU in a known working vehicle before doing anything else, as there could be any number of issues going on.

Someone put a ep3 manifold mated to a RSX throttle body. Not naming names but the MAP port was blocked. Zero vac
