S300 v3 issues

I have the lastest software 2.7.5.0
Car is a 96 Civic with lsvtec obd2 harness jumped to obd1 p28 ecu. Can't get information like sensors cel from car to smanager. Fuel pump primes every 5 seconds cel on and it won't read with the jumper on blue plug or obd2 scanner. Car runs at 9:1 afr idle and revs up to 4000 then cuts out and pops.

Serial number on the board is 50637

Who socketed the ECU? Have the capacitors been replaced? Is J12 cut?

I had my boss who does micro processers as a living socket the board. No burns or excess flux anywhere. J12 is cut as well. I've since noticed that one of the four female connecters on the hondata board was missing. Contacted hondata and was told they are not doing repairs at this time
