Cannot Detect ECU

Well, I made the mistake of selling my Flashpro on EBAY. Buyer states after ten days of possession that it is defective, says it cannot detect any ECU. My Flashpro is for a 2017 Honda Civic US, this was a Canadian buyer. Is it possible that it cannot see any ecu because of the country difference?
Also, he was able to lock it to the vehicle but now cannot unlock it. I was willing to offer a refund at first, but since he cannot unlock it, I do not want it back.
I installed a tune on my car once and returned to factory without any issues. Any insight or help one could suggest would be greatly appreciated.

Also,buyer stated he was able to lock the unit by manually entering his vin number, but it will not unlock without ecu recognition.

Unfortunately this is between you and the buyer. There is not much on our end we can do in a situation like this.
