I was wondering if every time a new version of the flash pro comes out do I have to download it to the vehicle or can I just download it to my laptop would be fine?

It is up to you. If there is a bug fix or new feature you want, then download and reflash you vehicle. Downloading to the laptop will not change anything.

Is it possible to update the flash pro via wifi/internet on the car, or can you only update it by plugging the laptop in?

You must plug the USB into the FlashPro and use the Flash Pro manager software to update it.
