RSX Base PND Hondata Kpro4 A/F Reading problem.

Hi Hondata,
I have been hunting the A/F Sensor problem on my RSX/DC5 Base K20A3.
When the ignition is on (engine off), the A/F reads 14.70. When i crank and started the engine, the A/F Reading on the display dropped to 10.70.
I have tried to leave the primary A/F sensor plugged into the exhaust stream, and leave it disconnected from the exhaust and exposed to free air yield the same result. The A/F reading always dropped to 10.70 as soon as I started the engine.
I have changed a brand new sensor but still problem remains.
When I probed multimeter onto A6(+ lead of multimeter) and A16 (- lead of multimeter), the multimeter only reads 0.297 - 0.300v.
I have verified the wiring between A6 & A16 to the A/F Sensor socket are in good condition and has continuity.
Can anyone shed some light please.
