On my K20A2, with the Intake Air Bypass Control Thermal Valve removed, My cold engine idle speed is roughly 1500-1800 rpm until the coolant temp rises and my kPro4 controls idle speed to the 750 rpm set-point. Is there any way to modify the cold-idle set-point, or coolant temp at which the idle speed drops to the normal setting? I assume the ECU is controlling the cold-idle speed via the IACV, when the engine is cold with the thermal air bypass removed?

Unfortunately there is not a way to alter these settings. It is probably best to have this higher idle when cold as it will help raise the oil pressure as well and heat things up faster.

Is the cold idle speed actually controlled by the ECU via the IACV during warmup?

The IACV is ECU controlled. If the cold idle speed is too high then clean the idle valve and check for vacuum leaks by blocking off the idle valve port with the engine running.
