Ignition Timing

Whilst tuning my EP3 today we realised that the ECU was pulling timing at the top end and limiting it to just 10 degrees. No matter what values we input into the tables, we were stuck at 10 degrees. The car is running a turbo setup.
We checked IAT and ECT to make sure it wasn't pulling timing because of them but they were perfectly within tolerances. We even turned off the knock sensor parameter to ensure it doesn't interfere.
Any ideas what could be causing this?
