Ignition timing fluctuations on WOT

k24 88x99 stroke 14.5ish cr
vteck killer cams k600/ 64mm kinsler itb's
no vtec no vtc (running fixed cam gear)
Race spec switch panel and race spec diy fuse box (custom race spec dash harness to just run the meter nothing else)
k pro version 4
wireworx milspec engine harness
Having a weird issue of ignition timing not following what im demanding. I have set the ignition timing to 28 degree and the ignition is fluctuating between 20 and 28 degree. What can cause something like this? Bad ground? Bad crank sensor/cam sensors? Having alot of issue due to this as power is being lost.
