Per the Help the Ignition Tip-In Retard is to prevent detonation.

Can it (Ignition Tip-In Retard) also be used to tune "smoothness" between decel and light cruise (where you have a lighter than stock rotating assembly set-up)

Is more or longer ignition retard required to compensate for a lighter rotating assembly set-up?

Also does this function work on cruise-to-decel ("tip-out") or only on tip-in?

This is something you will have to try using trial and error to see what works best for you.
