2011 Civic Si Boosted - Spark Plugs Fouling

Hello,
I am currently getting a E-Tune from VitViper for my turbo.
car info:
2011 Honda Civic Si
K20Z3 engine (stock)
NGK 8's gapped at 0.022~
BorgWarner efr turbo
hybrid racing fuel rail with gauge (fuel pressure looks good (50-60psi)
high flow walbro fuel pump
tsx throttle body
flashpro
ID750cc injectors (I think)(checked and confirmed all pigtails and flowed them all)
almost forgot to mention, IAT sensor upgrade and hybrid racing MAP sensor (3/4-bar?)
other misc upgrades
We are currently running into issues. I am running NGK8's gapped at 0.022. They are fouling (all 4 cylinders) after every drive. Upon restart, after letting the car sit and cool-down, this caused misfires due to the plugs being heavily fouled.
Now... they are all dry-fouled, not wet. Compression test is fine across all the cylinders. I do not believe it to be a vacuum leak, I sent all my injectors in for testing and cleaning, they passed. New O-rings on the injectors as well. All the coils are good, its not isolated to one cylinder....
I do now believe it might be something with the tune... now VitViper is a seasoned flash-pro tuner, we still cannot find out why the car is fouling plugs after every run. I am looking for some assistance to help correct the problem. This is my Daily Driver and cleaning the plugs daily is not feasible.
