Fully Built H22 CPR Idle/Flooding Issues

I recently did a Hondata S300 install with there CPR kit (Coil Pack Retrofit) on a fully built H22A. The car will start and run fine but the fuel offset never seems stable... Like I get the car started and running and I'll get it to idle nicely as warming up with the offset and by the time it gets warm the changes are so much the car will barely run. Like if im warming it up cold start get it around 13.5 AFR by the time it warms up and makes all its corrections based on temp, the AFR is so whacked out its not changeable. When I set the offset when car is warm then the cold start is horribly rich usually.
Another issue is when the car is running warm and idling properly it will be constant like 14.2 - 14.5 AFR and randomly like every other second it will do a something like a backfire and shoot lean then go normal. Try to move the car and as soon as you apply load to it the AFR goes so rich the car floods and dies out.
Now usually I tune with Neptune and I don't do much Hondata work so I might be missing something obvious here. I have been reading and reading and can't see anything I missed so it has to be mechanical Im thinking. He did buy low impedance injectors because the previous kit had a resistor box installed. I checked resistance and they match the resistor box. They are new from RC and are 1000CC. When I watch the datalog there is no sensors or anything that spike or degrade signal when the backfire occurs. I have tried different coils plugs gaps... Is there a setting in Hondata for Low/High Impedance injectors that Im missing or something?
