S300v1 Issue with rev limits

S300v1 Rev Limiter problem : ID#S300-1485
I have a freshly socketed ecu (P28-A52) automatic with conversion to manual (remove rp17-18 jumper rp18)
The board has had 2 .1uf cap. installed in places c51 / c52. not sure if this would cause the issue,
1.2K Resistor used on R54 - J1 active and in place.
This board was fine on the dyno and the hondata unit has been fine in other boards, and I have tested it in yet another ecu just recent since the problem occurred(p75board) and this issue will not go away.
The Problem: Rev Limit Boundaries work fine at all rpms and settings up until a ceiling of 6000rpm regardless of the boundary entered and up loaded. things have been veriefied by: closing the data link after upload, then closing smanager, reopening smanager and then initiate data link again. download ecu and it will read identical to where I had left it over 6k. car still hits a crisp clean rev limiter although maxed out at 6000rpm with the settings I managed.
Ive tried everything from ohming all my connections on the ecu board to ohming my hondata head unit sockets with a male header pin to a clip lead via muti-meter, running the other lead to the next open trace testing point. I am stumped. I have inspected my igniton system and grounds. I have never seen this problem before.
I am using NGK 7173 8 Non-Resistor Plugs and Nology Hotwires. never had any weird issues that have been reported by other owners with similar ignition setup.
I am using a data link usb cable with magnent pass through to keep noise free as possible.
I am using a custom handmade wire harness obd2a with obd1jumper with JUDD wire (not exactly judd brand) on all sensors or pulse signal wires.
my next step will to be to test a friends head unit with my exact map, laptop, ecu, and car.
PS> Car runs perfectly fine up until the rev limit that will not budge after its "ceiling" of 6k regardless of settings. no incorrect chip lighting can connect real-time and datalog.
