Looking for ideas to help me pass this Japanese Inspection

I recently purchased a fully built K24a1 with K20z3 head from KMOD. The engine runs well but it's not passing the Japanese emissions. Right now they are saying the NOX levels are 6 times higher than normal. Then again my friend ran the K24 with a k20a ECU (stock) thinking that will help pass the inspection. He kept the driving under 3500rpm.
The CO2 is running really high almost to point of failing. We are going to attempt to use the hondata to tune and see what we can do. The problem is that there are no machines we can run on while adjusting the maps, and I have one more chance at this or else ill have to pay another $2,500 dollars to rerun through the same test.
This is what's modified on my motor:
-k20 head
- Brian Crower stage 3 camshafts
- 12.5:1 super tech pistons bores to 87.5mm
- stock porting
- stock size super tech valves
- RBC manifold
- stock exhaust (old O2 sensors but going to change them out for new ones next time)
- 525cc injectors (used 310cc when using the K20A stock ECU. Going to switch them out next time)
- skunk larger throttle body. 76mm used stock first time round)
