S300 wont let my car rev past 2500

i jus recently changed head internals . added BC valves ti retainers and stage 3 cams 380 cc injectors. put together plugged p28 hondata s300 for first time and will not rev past 2500 like it has rev limit .. It idles perfect I installed a chipped p28 with base map and dont stay at idle but it lets me rev till I hit the launch control I sent in a datalog to the company o order ecu from and they said everything looks normal I did notice on the datalog that at 2500 the rev limiter switches from on to off back in fourth .. is this going to be a ecu issue or under the hood issue.. its throwing no codes im clueless

Usually this is caused by distributor errors (which may not give an error code). Check your boost cut is not too low, then disable the launch, shift, burnout limits. Then swap distributors.
