RPM's surging at light throttle

First off, let me say hello to the Hondata forums! I'm not new to Hondata, but I've never been as into tuning as I am now.

So I have a B16A2 turbo with S300. Just bought the car a few weeks back and it ran great. Nice and strong. Well one day I did a nice pull and when switching gears and getting back on the throttle, the car hesitated and then kicked in. Ever since, the car has had some light throttle issues.

When cruising, the throttle/fuel will not kick in until I get to about 15% throttle. If I am slowly building RPMs from a stop with light throttle, the car will cut out at around 2-3K RPMs and jerk hard. If you sit still in neutral and apply light throttle(around 15%), the RPMs will surge up and down normally between idle and 3k RPM. Any throttle over that and it will rev up fine. Idles without issues as well.

I found that my TPS sensor was completely loose and figured that had to be the issue. Well, I calibrated to .5V at closed per the manual. Signal voltage is reading fine through the throttle movement. Issue is still there. I even adjusted to .45V closed per Hondata's Tech section and am still having the issue. I plan on checking the ECU readings tomorrow, but unfortunately do not have my PC with me at the moment.

Any ideas from the experts? It would help greatly due to my lack of knowledge with the system. Thanks ahead of time.
