00 civic 3bar voltages?

alright i installed my 3bar, the instructions said that on my stock sensor i should be getting 2.85v across a and b, i'm getting 5v.

i spliced the wires to my 3bar and when i check across a and b i also get 5v. the instructions said i should be reading 1.6v.

any help would be appreciated, the car is a 00 civic si using a p28. the 3bar was bought new from a good hondata dealer.
