Trouble with TPS

Not sure if this is a hondata issue or not? I am tuned on S300, when the engine is off, key on the throttle angle shows as it should, however when the motor is on, the TPS is unresponsive, usually a red 0% unless WAY on the throttle, then it will start to move.

Information on the car: H22 sleeved and bored with je pistons, eagle rods, dual valve springs, skunk 2 cams, skunk 2 tb & intake manifold, full exauhst, ram air intake tuned to E85 on Hondata.

What I have tried: I have swapped the TPS, I have tried a different throttle body, ensured TPS is at .045 at closed and 4.5 WOT. I have also checked for vaccuum leak.

Any ideas?

Try the ECU on a known working vehicle. If the problem persists it is an ECU problem, if it goes away you know you have a wiring or mechanical problem.
