Fuel table #s max out at less than 50% duty cycle

I was tuning a boosted k24 with Injector clinic 2000cc injectors. I maxed out the fuel numbers really early in the tune so I turned up the overall fuel trim to 100% and started over. I successfully tuned the car to 24 psi. The duty cycle was around 47% and the # in that cell was almost 20000 (max) How can I get full use of these injectors? Also my second question was; is there only 16 columns for the load index? I was reading up on showing the 5 bar maps, is it true I have to rescale within the 16 columns?

Yes you must rescale within the 16 columns.

Start by changing the Injector size, then get it close using the fuel trim, then fine tune using the tables.
