Anybody want to check my datalog? Im concerned about it

Basically i settled for a B16 750CC 5psi on t3/t4 57trim turbo for $300. Because of mishaps, then inconsistant prices that would double every ten min. . . (exageration, but not too exagerated.) I took the car as is, "tuned" for the 5psi wastegate spring. . . but he said it stops making power before 8000 rpm and shouldnt even rev to it. I have a fully built Head and Performance cams, along with a sleeved, forged, and balanced bottom end. Im in Colorado, so altitude plays minor issue, and so does using E85 with low boost, but im making LESS power than my previous tune did with less than 5psi and 85octane pump gas.

So tell me. . . did they just say it was tuned? Did i pay $300 for virtually nothing? Look how much power and torque drops well before redline. I wont be going back to this tuning shop because their price quotes kept jumping up higher and higher . . . so i told them, give me the tune on the 5psi wastegate spring (same as before) and let me be on my way. . and he was "dynoing" for another 1.5hours to get that result. I feel i've been taken.
Also here is a datalog of driving it. I titled it Base tune because thats what i feel i got. It does pull hard when i get into it (good pull couple minutes in, then a few near the end). . but nothing like it is capable of. . what it was BUILT to do. I feel like its just a pepped up basemap that i spent $300 on. . . Also it may be in Open Loop because this tuner doesnt believe in letting the ECU control economy and power together in closed loop.... and last time I changed my tune to closed loop as suggested by hondata. . . it got stuck at 2500rpm rev limit.
