hondata tps problem (i believe)

Dear friends,
I have an eg9 with hondata s300 that has tps problem (i think) when part trottle at around 2k to 3k (stationary or cruising). the problem doesnt happen if the step on the pedal and keeps rising the rpm over 3k. The b16a2/b20b is using 70mm TB with skunk2 IM. Could this be the timing tuning problem? The minimum reading and maximum reading on the TPS section has been read and adjusted at -5% and 78%.
It is only happen when part throttle. I'm positive its the tuning problem because when i replace it with stock p30 ecu, the problem is gone.

any ideas to where i can look into?
I do have another eg6 b16a2/b20b 70mm TB, Edelbrock VictorX IM and had the same problem originally but as soon as I did a read on the minimum/maximum reading and reupload, the problem is gone so i'm uncertain what other place i could look into.
