Knock table RPM scale question

It appears that there is only one set of supplied Knock tables for all existing base .kals. Further, it appears that the tables are position-based, rather than RPM-based. There tend to be two high speed RPM scales typically used in the supplied kals, one which goes from 3000-11000, and the other which goes from 1000-8500. Which were the tables designed for?
For example, the two NA base kals for the TSX Dual Adapter (one is "Stock w/91 fuel", the other is for common bolt-ons, both with 310 injectors). The former uses the 1000-8500 scale, while the latter uses the 3000-11000 scale. The actual table entries are the same, though, based on position...not RPM.
Which table scale should I be using to get the correct corresponding values?
Secondly, where did these values come from? In stock form, an RSX K20A2 is going to have a different ignition profile than a TSX K24A2, so knowing what the supplied tables came from would help in determining how much adjustment may be needed.
