Trouble with "Lazy Ecu"

-95 Honda Civic DX
-37820-P06-A02 (Converted to VTEC)
-Stock D16Z6, DSM 450cc injecors, Integra Resistor box, Omni 4 bar MAP, Garrett t3t4
Having trouble with the ECU, whenever the car has been sitting overnight I come and turn the key to the ON position and the CEL light turns on and just stays on (motor will turn, but not start). About 10 to 15 min later the CEL turns off and now the car is ready to start, and the ECU behaves normally.
Seems like the ECU has to be "warmed up" in order to work normally. The Hondata works fine (can update and datalog), and can't be anything else on the car (Main relay/wiring/ground), as I already tried a known good working ECU that worked fine on my car.
Already replaced two leaking capacitors and a corroded resistor, and then just went ahead and replaced all the capacitors on the ECU with the execption of C201 (looks good). The ECU looks good, no leaking capacitors now, no burnt resistors, no blown transistors, no fried motherboard anywhere, and the soldering looks fine although I haven't checked it out under a magnifying glass. Not sure what it could be now, your time is appreciated, any suggestions?
