boost by gear wont work. troubleshot everything HELP!

read the s300 help file until my eyes crossed. troubleshot all wiring and hoses. still nothing.. this is dirving me insane.
PLEASE HELP ME FIGURE THIS OUT.
im running a turbo ls setup with a precision sc5431, tial 38mm wg, gm normally open solenoid with diode.
So, no matter what setting i try the solenoid never seems to activated and do anything it always just shoots straight to boost cut at 15psi and i only have the 3.6 psi spring in the wg.
heres what all ive done during troubleshooting:
checked all vacuum hoses hooked up correctly and in good condition(new&no leaks)
verified 12v switched to solenoid
verified continuity for ground from solenoid to ecu A11
just got ecu back from hondata from haveing bbg components installed (verified they are there also)
unpluged and jumped solenoid to battery and it clicks everytime
verified wg is not stuck by hooking up and running with solenoid out of loop and runs ~3psi like it should
have it set up on normally open and have tried 1-40% in increments and about 60-95% on fixed duty cycle and on high and lower freq's 30~80hz
WHY is nothing happening with the solenoid?? Any ideas on what else i can try or something i may be missing?
