Need help B20VTEC Swapped EK Hatch.

Alright, I bought a 93 Integra GS w/a B20B Block and B16(SiR1) Head. The motor was an OBD1 Setup running an OBD1 Hondata S300 ECU.
I swapped it from the DA Integra into a 97 Civic Hatch CX. I used to factory OBD2A wiring harness and rewired certain plugs and swapped certain sensors over to make the engine run w/o any codes. Well everything seems to be working amazing EXCEPT..
the O2 Sensor. On the DA Integra it ran only 1 O2 Sensor and from looking at old datalogs it seemed to be doing it's job perfect.
Well since I swapped in into the Hatch, I can't get the O2 Sensor to work properly.. well sorta properly (The OBD2A Harness uses 2 O2 Sensors). If I plug it into the one O2 Sensor Port, I can disable O2 Heater Code and it will not throw the O2 Heater Error Code, but if I look at the Primary Oxygen Sensor Voltage reading It's around a steady 3.84-3.87volt fluctuates slightly.
So I unplugged the O2 Sensor from the first O2 Plug Harness and Plug it into the next 02 Sensor Port It throws the O2 Heater Code (Which I Disable Heater Code) but it actually reads voltage anywhere from 1.41 V to 0.63 V
I'm using an OBD2a to OBD1 Jumper Harness.
Can anyone help me figure out what I did wrong.. I noticed that the AF (:1) Display doesn't ever go out of RED and is between 0.69 (0.06 V O2 Reading) and 0.80 (0.84 V O2 Reading)
So I'm assuming something isn't correct... Can anyone else me figure out this O2 Sensor problem? PLEASSEEE I've sick of driving around w/o an O2 Hooked up and randomly throwing the primary o2 senor code
