TPS don't read over 70%

Hi Hondata,
I have a Lotus Exige with a K20A engine swap and a prc ecu with kpro!!
I try to calibrate my TPS sensor and minimun read are ok at 0% but maximun read is at 71%..
I buy a new Omnipower TPS sensor, installed them and it's the same...Can you help me?

With the pedal all the way down can you still rotate the throttle plate at the throttle body?
