solid cel, on my second ecu with s300

hello guys!
i have been building a b20vtec which i was thinking about using hondata s300 to tune with.
i did have a p30g which i soldered in my s300 in. and had a result of getting a solid cel.
i get to connect the s300 into the computer, and upload and download the maps without any problems, i am online with the s300 all the time. but the car wouldn't start.
couple of guys told me it most likely was a destroyed p30g ecu i was struggling with.
so i desoldered out the resistors, jumpers and the IC out of the p30g and put it in a p28 ecu which i had started the engine with successfully, the day before.
so i soldered in all of the stuff i need for the s300 into the p28 ecu, and still got a solid CEL
but now the engine cranks, but it wouldn't start.
have done all of this:
# Take the ECU circuit board out the ECU case.
# De-solder IC4, install and solder in the 20 pin 74373 latch.
# De-solder J1, install and solder the supplied jumper.
# De-solder R54, install and solder the supplied resistor. Note: Not all ECUs require this step.
# De-solder IC3.
# De-solder CN2.
# Insert the male pins (1 x 4 pin, 2 x 14 pin) into the s300, install into the ECU and solder the pins.
# Cut J12
but on the J12, i just desoldered the one side, so the jumper is just connected on one point. (it would do the same work as cutting, right?)

This is a 1995 Honda Civic EJ2 with a fully built b20b block, and a b16a2 top.
map was: b18c5revhardturbosc61.skl and itb.skl
didn't have any cel codes with virgin p28, got it after chipping in the s300.
