Red light and CEL

I've had my car in the garage over the winter working on it. The engine was removed and a bunch of other things. I got everything back together and now when I turn the key to the on position the ECU is making a humming/ticking noise along with a solid red light near the USB port and I have a CEL. The CEL is dim for some reason also... The first time I turned the key the fuel pump primed but I don't think it is priming anymore. The engine will not start anymore.
Also, last summer before I started working on the car I was having trouble with the electronic boost controller, sometimes it worked and sometimes it would not open the wastegate and boost would rise until hitting the boost cut. I did some research and found that the wiring diagram for the solenoid seems to have been updated with a diode so I installed that over the winter to try and fix the problem. Adding the diode was the only alteration that has been done to the ecu since it was working correctly. The battery has been disconnected for months but on a charger from time to time and seems to be in good condition. I've tried disconnecting the power to the boost solenoid and the ecu is still acting the same way. I don't have any other ideas so I'm hoping someone can help me.
