H23 throttle body problem

I put a h23 throttle body on my skunk2 manifold. When I first turn on the car, the rpm's jump to around 3,000 and then as it warms, it will drop back to 1,000 and begin to bounce from there to 2,500.

I bypassed the fast idle valve with the coolant line, but it didn't help.

I would assume it was the tps, but the junkyard I got it from said they drove the car to there and it ran fine. Before I go replacing the tps and I wanted to see if anyone else has had this problem with using the h23 or any other tb in general.

With the engine running and warm, and the throttle closed, place your finger over the idle bypass passage just before the throttle plate. If blocking the passage with your finger makes the idle return to normal then the problem is your idle control/fast idle valve.
