hesitation

i have a b20v with a b16 head. during either 1st or 2nd gear at 2500 or 3000 rpm there is hesitation for a little bit. its like a sudden jerk i was wondering if elevation has something to do with it since i tuned it at ericks racing and now i got station at fallon NV. any information would be great.
