Cant Connect both leds on

a customer brought me a car to tune but i could not connect to his s300, both the red led and green led were on. we put his s300 board into a known working ecu and it does the same thing, when i removed the s300 i noticed that the capacitors that are supposed to be soldered in were not there. i dont kno if this would cause a problem or not, but with the known working ecu and another s300 board i was able to get his car running.
any help would be greatly appreciated upon visual inspection of his ecu and his s300 nothing appeared burnt.

With the key in the on position and the USB cable plugged in, what does it show up as in the Windows device manager?

the customer brought it back today and now it connected... but both lights were still on
and it showed up as s300 ecu

im using the newest version i believe its 1.4.1?
now im having a problem again, now only the red led is on. i have another hondata that works perfect when i put his board in that ecu only the red led stays lit, with the other board it works fine. i noticed it connects but wont upload in the device manager it says s300 ecu. i also noticed the ecu is hot in the corner where the transistor is bolted to the ecu frame and the heat sink gets hot real fast
i dont know what to do anymore

Please download the most recent version of software from ou website and go to New Calibration and upload one of the base maps and see if that resolves the issue.

will do, but why is the ecu getting hot in the corner where ic12 is and the heat sink is also real hot?
