Not Sure if VTEC is working

1999 Honda CRV 5spd
1994 B18B Block (wiseco 9.5 pistons, eagle rods)
1994 B18C1 Head (stock cams, supertech valvesprings and retainers)
S300 chipped on P06 ECU
Stock P72 map from the New calipbrations menu (disabling the knock, VTEC Spool error check functions)
Just broke in my motor and got an inspection sticker using the stock CRV ECU. I was waiting for this before wiring up the VTEC. I plugged in my P06 ECU/S300, wired up the3 wires for the VTEC solenoid and VTEC Oil Pressure Sensor. Checked the soldnoid to make sure it was clicking before finishing up the wiring. Upon my first startup, the CEL immediately came on for VTEC Spool (21) and Knock Sensor (23). I disabled the knock sensor code (as it is not installed, just bypassed with a Radio Shack piezo sensor). Code 21 stil comes back. I disable the VTEC Spool error check function and went for a road test. Could not clearly distinguish whether or not VTEC was working. No audible indication heard at this time. I setup at graph to datalog the VTEC Solenoid and Pressure sensors. It clearly shows the VTEC Solenoid turns on, but the VTEC pressure sensor stays off the entire time. I have tried it both with the VTEC oil pressure switch enabled and disabled.
Now here is my question...
THe P06 ECU came from a 92-95 Civic DX, which I now understand does not have VTEC control capabilities. Does the S300 provide the necessary components to control / activate VTEC? The datalog shows the VTS turning on. Would the S300 still show this even on a non modded P06?
