If I am not boosted and do not have ENABLE BOOST CONTROL selected in Parameters why do the table display Col 1-16? I though 11-16 was only for boosted.


Also is it save to assume that many of the rows are redundant? Such as every row below vtec for high speed modes is not necessary to tune as the motor can never be in that state?

You don't need to tune these tables. If you don't wish to see them then select 'Options' -> 'View NA Tables'.
